Renting land in Brussels is an atypical and restricted market segment, very different from conventional residential letting. In a region as densely urbanised as the BCR, vacant plots are rare and their letting responds to specific uses: emphyteusis, temporary storage, parking, urban farming or commercial exploitation.
Different types of lease applicable to land
The emphyteutic lease
The emphyteutic lease (or emphyteusis) is a real right which confers upon the lessee the enjoyment of land for a period of 27 to 99 years, in exchange for the payment of an annual ground rent (the canon). The lessee may build on the land, exercise all the rights of an owner and even mortgage their emphyteutic right.
In Brussels, emphyteusis is primarily used by:
- Municipalities and the CPAS for the development of social housing on public land
- Public bodies (SLRB, Citydev) for subsidised housing
- Developers for projects on land belonging to institutions (churches, hospitals, universities)
The emphyteutic canon is generally modest (1 to 3% of the land value per year) as the lessee invests in construction.
The commercial lease
Land may be let for commercial use: an operated car park, storage of materials, temporary installation (food truck, market). The standard commercial lease (nine years, renewable) applies if the activity involves direct contact with customers. The rent depends on the location, accessibility and floor area.
The ordinary-law lease
For non-residential and non-commercial uses (gardening, private storage, vehicle parking), an ordinary-law lease suffices. Its duration is freely set by the parties.
Common uses of land rental in Brussels
Car parking and vehicle storage
In municipalities where parking is regulated (virtually the entire city centre and inner ring), renting a plot for car parking is a profitable activity. Derelict land or gap sites are sometimes temporarily converted into car parks while awaiting a construction project.
Indicative rents: €5 to €15/m²/year for bulk rental to a parking operator, or €75 to €200/month per individual space in a dense urban area.
Urban farming and allotment gardens
Brussels has around a hundred community allotment gardens and shared gardens, supported by Brussels Environment and the municipalities. Plots are made available for a nominal annual membership fee (€20 to €100/year). Demand is strong and waiting lists can stretch over several years in central municipalities.
Beyond allotments, professional urban farming projects (market gardening, aquaponics) are developing on land rented from public institutions, particularly in the north of the Region (Haren, Neder-Over-Heembeek).
Storage and temporary activities
Land along the canal (Anderlecht, Molenbeek, northern Brussels-City) is sometimes let for the storage of construction materials, logistics activities or temporary event installations. Rents are negotiated on a case-by-case basis.
The planning framework
Any use of land must comply with the Regional Land Use Plan (PRAS) and municipal regulations. Land in a residential zone cannot be used for industrial purposes, even temporarily, without a planning permit. The installation of structures (even lightweight ones: containers, prefabricated units) on rented land generally requires a permit.

The rental value of land depends on its authorised use, its floor area, its accessibility and its location. For a car park, the calculation is relatively straightforward (number of spaces × unit rent). For emphyteutic land, the assessment is more complex and requires determining the land value and the appropriate rate of return.
