EPC in the Brussels-Capital Region

The Energy Performance Certificate (EPC) is the most regulated and impactful property diagnostic in the Brussels-Capital Region. Mandatory for any property offered for sale or rental, it assigns your property an energy label (from A++ for nearly zero-energy buildings to G for the most energy-intensive) and quantifies theoretical primary energy consumption per square metre per year.

Regulatory Framework

Brussels EPC Ordinance

The EPC obligation in the Brussels-Capital Region stems from the Ordinance of 7 June 2007 on the energy performance and indoor climate of buildings, transposing European Directive 2002/91/EC (and its successive revisions, in particular Directive 2010/31/EU on nearly zero-energy buildings).

The principal obligations are:

  • Sale: The EPC must be available from the moment the property is advertised. The label and specific consumption must appear in the listing. The certificate is handed to the buyer upon signing the deed of sale.
  • Rental: The same obligation as for sale applies. The EPC label must appear in the listing and the certificate is appended to the tenancy agreement.
  • Public buildings: Buildings of more than 250 m² occupied by public authorities must display their EPC.

Penalties

Failure to comply with the EPC obligation is sanctioned by administrative fines of up to 50,000 EUR in the Brussels Region. The sanction applies both to the absence of a certificate and to the omission of the label from the property listing.

The existing Brussels housing stock predominantly carries labels D to F, reflecting the age of the built environment. New constructions have been required to meet the nearly zero-energy (Q-ZEN) standard since 2021.

  • A flat rated A or B sells for an average of 5 to 15% more than an equivalent property rated E or F.
  • For rentals, tenants are increasingly attentive to the EPC, which reflects the foreseeable monthly energy costs.
  • Banks are progressively incorporating the EPC into mortgage risk assessments, with some offering preferential terms for energy-efficient properties (“green mortgage”).

How the Assignment Works

  1. Appointment: You provide us with the address and type of property. A quotation is issued within 24 hours.
  2. Technical inspection: The certified inspector visits the property, recording its construction characteristics (walls, roof, windows, floors), heating and hot water systems, ventilation, and any renewable energy installations. Duration: 1 to 2 hours.
  3. Data entry and calculation: The recorded data are entered into the official Brussels Environment software, which calculates theoretical consumption and assigns the label.
  4. Certificate delivery: The official certificate, bearing a unique reference number, is issued within 3 to 7 working days of the inspection. It is automatically registered in the Brussels Environment database.

  • Roof insulation: Responsible for 20 to 30% of heat losses.
  • Wall insulation (internal or external): A gain of 1 to 2 labels depending on the performance achieved.
  • Window replacement: Upgrading to double or triple glazing reduces heat losses and improves comfort.
  • Heating modernisation: Condensing boiler, heat pump, solar thermal system.
  • Controlled ventilation: Controlled mechanical ventilation (CMV) improves the indoor climate without heat loss.

Is an EPC mandatory to let a flat in Brussels?
Yes. Since 2011, any landlord letting a residential property in the Brussels-Capital Region must hold a valid EPC. The energy label must appear in the property listing (advertisement). A fine of between 500 and 50,000 EUR is provided for in the event of non-compliance.
How long is an EPC valid for?
